What is a commercial Property Condition Assessment (PCA)?

A Property Condition Assessment (PCA), often referred to as a commercial property condition review or commercial building assessment, evaluates the physical condition of an existing property. It helps identify significant observable deficiencies and issues that may affect an acquisition, loan, refinance, investment or ownership decision.

Smart Site Reviews provides baseline PCAs and limited-scope visual condition reviews for commercial properties throughout North Carolina, Virginia and South Carolina. The agreed scope determines whether the assessment includes repair-cost opinions or capital-planning analysis.

What is the difference between a baseline PCA and a limited-scope visual condition review?

Smart Site Reviews offers two levels of property condition review:

  • Baseline PCA: A broader assessment combining an on-site walk-through, document review, research and interviews to identify significant physical deficiencies and recommended corrective actions. The report includes opinions of probable cost for immediate and short-term repairs within the agreed scope. Longer-term capital-expenditure projections or replacement-reserve analysis can be included when requested.
  • Limited-Scope PCA / Visual Condition Review: A focused, nonintrusive review of agreed property areas, systems or concerns. It documents readily observable conditions and significant deficiencies through photographs and written findings. It excludes repair-cost estimates, anticipated capital expenditures, replacement-reserve schedules and remaining-useful-life projections.

We establish the areas reviewed, documents considered and reporting requirements with the client before beginning the assignment.

Can Smart Site Reviews provide just an on-site condition review without repair costs or capital-expenditure projections?

Yes. Our limited-scope visual condition review is designed for clients who need independent information about a property’s current physical condition without a repair-cost or capital-planning analysis.

This service can help a lender, investor, buyer or owner understand visible property conditions, document concerns and identify issues that may warrant further evaluation. It can cover representative accessible areas of a property or focus on specified systems or concerns. The report describes what we observed and the limitations of the review.

Who typically orders a PCA?

Our PCA clients include:

  • Commercial property buyers and owners;
  • Private equity firms, real estate investors and joint-venture partners;
  • Asset managers and portfolio managers; and
  • Private lenders, bridge lenders, debt funds and other commercial real estate financing sources.

Clients use our assessments for acquisition due diligence, loan underwriting, refinancing, ownership planning and evaluation of existing collateral. We work with clients located anywhere when the property is within our North Carolina, Virginia and South Carolina service area.

What does Smart Site Reviews evaluate during a PCA?

Depending on the property and agreed scope, we review representative and reasonably accessible areas involving:

  • Site improvements, parking, sidewalks and drainage;
  • Structure, exterior walls and building envelope;
  • Roofing;
  • Heating, ventilation and air-conditioning systems;
  • Electrical and plumbing systems;
  • Interior and common areas;
  • Fire and life-safety systems;
  • Elevators and other vertical transportation; and
  • Other significant property-specific systems and components.

The review is visual and nonintrusive. It does not involve opening walls, dismantling equipment or testing every system. Conditions requiring specialized investigation or further evaluation are identified when apparent during the review.

What does a PCA report include?

A Smart Site Reviews property condition report presents the agreed scope, areas reviewed, significant observations, photographs, material deficiencies and recommended follow-up. It also identifies relevant access limitations and information gaps.

A baseline PCA includes document and research findings and repair-cost opinions within the agreed scope. Capital-expenditure projections or replacement-reserve schedules are included only when specifically requested and agreed.

A limited-scope visual condition report focuses on observed physical conditions and findings without repair-cost estimates or capital-planning schedules.

Does Smart Site Reviews follow ASTM E2018?

When requested, Smart Site Reviews can perform a baseline PCA in general accordance with ASTM E2018-24, the Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process.

Our limited-scope visual condition review omits certain elements of that baseline process, including cost opinions, and is not represented as a baseline ASTM E2018-24 PCA. The engagement identifies the applicable scope and exclusions.

How do I choose the right level of PCA for my property?

The appropriate scope depends on the property, transaction and intended use of the report.

A baseline PCA may be appropriate when a lender or investor needs a broader due-diligence assessment with repair-cost opinions. A limited-scope visual condition review may be appropriate when the immediate need is to document physical conditions or evaluate specific concerns without developing cost estimates.

If a lender or other intended report user has specific requirements, provide those requirements before the assignment begins so we can determine whether the proposed scope will meet them.

What types of properties does Smart Site Reviews assess?

We provide PCAs for existing commercial and institutional properties, including:

What documents are helpful for a PCA?

Depending on the assignment, useful information may include:

  • Prior property condition reports;
  • Building plans and drawings;
  • Repair and maintenance records;
  • Capital-expenditure history;
  • Roof information and warranties;
  • HVAC equipment schedules and service records;
  • Elevator inspection and maintenance records;
  • Fire and life-safety inspection records; and
  • Property management or ownership questionnaires.

For a limited-scope visual condition review, the document request may be narrower. We identify the information needed for the agreed assignment and note material gaps in the report.

How is a PCA different from a Plan and Cost Review (PCR) or a construction draw site review?

A PCA evaluates the physical condition of an existing commercial property.

A PCR evaluates construction plans, budgets, contracts, schedules and related information for a proposed development or renovation.

A construction draw site review compares apparent construction progress and supporting information with a request for loan or equity funding.

How long does a PCA take, and how much does it cost?

Timing and pricing depend on the property’s size, number of buildings, location, occupancy, complexity, available documentation, site access and requested scope. A focused visual condition review and a baseline PCA with capital-planning analysis involve different levels of work.
